The project for developing e-registry for real property registration launched at the end of the 1980¡¯s, during which
the real property registration was manually processed on a paper-based infrastructure. Registration procedure
involved three sections including inspection, general affairs and issuance. Inspection tasks involve inspection/
comparison, entry, and sealing. General affairs responsibilities include application and reception of registration
forms, issuance of registration completion certificate, application filing and confirmation date related jobs.
Issuance section covers reception of certified copy requests/issuance of the requested copies of certified/
abridged copies, reading/petition consultation, and telephone services. The above procedures were based on
paper-registry. Therefore, public services involving real property registration or certified copy request had to be
carried out manually, in which the procedure involved searching, copying, and retrieving of the registry.
Furthermore, those wishing to read the registry or be issued with a certified copy had to visit the registry office in
person. It usually took more than half a day for the certified copy to be issued and real property registration
required more than one week to be completed.
Against this background, the court established a development project to provide quality public service by
restructuring the real property registration procedures, and computerization was considered as the best solution.
The court started to map out the real property registry computerization project plan in 1990. In 1993, a master plan
for the real property e-registry system was drawn, which led to the legislation of special law to secure project
funding. The support by the legislation of the special Act served as a driving force toward establishing the e-
registry system. In 1994, a business partner was selected to conduct the computerization project and the project
begun to take specific shape.

Expected value of the Real Property E-registry Project
The expected value of phase one (1994 ? 2003) of the computerization project was estimated as being 1,400
billion Korean Won based on the standards of year 2000. Plans for phase two (2004 - 2007) of the project is
